    Ted J. Cwiek is Of Counsel to the firm, with a focus on labor relations and employment law. He is an experienced labor attorney and human resources professional with significant expertise in collective bargaining and arbitration, employee recruitment and classification, as well as compensation and benefits administration. Ted has served as legal counsel to cities and counties throughout Southeastern Michigan and as the Director of Human Resources in major counties in both California and Michigan.

    Ted began his career representing the International Brotherhood of Teamsters as an associate of James P. Hoffa. As counsel for various Teamster locals, Ted gained significant experience as a labor advocate in proceedings before the National Labor Relations Board (NLRB), the Michigan Employment Relations Commission (MERC), state and federal courts on both the trial and appellate levels.

    Ted originally joined the firm of Bellanca, Beattie &DeLisle in the 1980’s as an advisor to management in private sector labor disputes within the waste management, health care and food service industries. He went on to develop expertise in public sector employment relations when he was appointed to serve as an Assistant Corporation Counsel and Labor Relations Director for the County of Macomb, Michigan. As labor counsel and chief labor negotiator for Macomb County, Ted successfully negotiated contracts with more than a dozen public sector unions, and represented the County in scores of complex arbitrations and other labor disputes.

    Ted currently serves as the Human Resources Director for the County of Contra Costa, California where he oversees a staff responsible for managing all human resources functions in a county with more than 7,000 employees. He is principally responsible for directing labor negotiations with more than 10 public sector unions representing deputy sheriffs, firefighters, physicians and nurses, assistant prosecutors, engineers and clerical employees. Ted has successfully repaired damaged relationships with organized labor to facilitate a more cooperative working environment. Through skillful negotiation he has been able to reduce the county’s OPEB liabilities from more than $2 billion to less than $1 billion within the past 3 years.

    As the Assistant County Administrator for Contra Costa County, Ted is a full strategic partner with the County Administrator and Chief Financial Officer, addressing matters related to the fiscal management in a county with a budget of over $ 1.2 billion.

    Ted was elected as President of the County Personnel Administrators Association of California (CPAAC) in 2013, and is a member of the National Public Employer Labor Relations Association (NPELRA) as well as the California Public Employer Labor Relations Association (CALPELRA).
